Government agencies and their employees can choose from the following offerings:

Special Government Programs:

The President's Management Agenda

A successful transition to the new President's Management Agenda (PMA) government standards will hinge on the understanding of the Performance Management sub-components. Performance Management standards must be over-arching and fully intergraded with Project Management, Earned Value Management, Knowledge Management and Human Capital Management. Through our training classes, LearnQuest helps your organization or agency overcome those challenges.

Human Capital Management

Federal employees are the government's human capital and its greatest asset.

Human Capital is the first initiative in the President's Management Agenda (PMA) and the Government's overarching strategy to transform how agencies manage their people. Human Capital requirements in the Federal Government are changing rapidly to support changing missions, changing business requirements and new technologies. In order to meet the ever changing environment, Federal agencies need to give human capital a higher priority than ever before and modernize their existing human capital policies and practices. The Chief Human Capital Officer has the responsibility to select, train and manage a high-performing workforce. Managers need to become proficient in aligning agency performance to budget, and track & analyze financial metrics and goals. Managers must continually monitor and refine their agencies' human capital approaches to guarantee their ongoing effectiveness and continuous improvement.

The approach employs proven Organization Development, Project Management and Continuous Improvement technologies with real life expertise around the Human Capital standards for a successful program. Our programs help agencies increase the effective and efficient use of human capital with consideration to the requirements set forth by the Office of Personnel Management (OPM), the Office of Management and Budget (OMB) and the General Accountability Office (GAO). As such, we have an in-depth understanding of the Federal Merit Promotion Plan, Performance Appraisals, Position Management/Classification, Labor Management/Employee Relations, Performance Management Systems, EEOC and Federal Employee Relations.

Knowledge Management

The Office of Personnel Management embraces a standard for leadership and knowledge management success. They state, "Agency leaders and managers effectively manage people, ensure continuity of leadership, and sustain a learning environment that drives continuous improvement in performance."

Two of the critical success factors are strategic knowledge management and continuous learning and improvement. Organizations must systematically provide resources, programs, and tools for knowledge sharing across the organization. Leaders must foster a learning and knowledge management culture that provides opportunities for continuous development. Knowledge management seeks to make the best use of the knowledge that is available to an organization, creating new knowledge, increasing awareness and understanding in the process.
